House Bill 2395, sponsored by Representative Leo Biasiucci, proposes the creation of the Arizona School Fitness Program within the Arizona Department of Education. The program aims to recognize public schools that voluntarily take part in nationally recognized physical fitness tests or events. Schools choosing to participate may add a fitness program designation to their annual school report cards, giving parents more information when comparing educational options.
Participation in this program is voluntary, and the bill does not introduce any new mandates or requirements for schools. This approach maintains local control and allows each school to select programs suited to its students and community.
Representative Biasiucci stated, “Our kids are spending more time on screens and less time moving, and that has real consequences. HB 2395 gives schools the option to promote fitness, gives parents clear information, and reinforces the importance of student health. It keeps decisions local while supporting families who want schools that encourage active, healthy lifestyles.”
Arizona law already requires physical education for kindergarten through eighth grade students. However, HB 2395 enables schools that emphasize fitness to highlight those efforts on report cards. The goal is to encourage healthier habits among students without increasing government oversight.
The bill supports elements of the House Republican Majority Plan by providing families with additional tools and transparency regarding their children’s education. Supporters argue that healthy students are better equipped for academic success.
HB 2395 was approved by the House Education Committee with bipartisan support and will move forward to consideration by the full Arizona House of Representatives.
Carbone, a Republican elected in 2023, represents Arizona’s 25th House District after succeeding Michelle Udall.
