A new constitutional amendment proposal, HCR 2014, has been introduced to the Arizona Legislature. The measure would change legislative terms to four years starting in 2033 and set an eight-year consecutive service limit for each chamber. Lawmakers would also be required to take a one-term break before returning to the same body.
The proposal includes a one-year period after leaving office during which former legislators are prohibited from lobbying the Legislature. However, they would still be able to engage in non-lobbying professional and civic activities.
“Legislators work for the voters, not for themselves or for future lobbying clients,” Representative Blackman said. “HCR 2014 sets clear limits on how long lawmakers can stay in office and draws a hard line after they leave. It strengthens accountability and keeps the focus where it belongs—on the people we’re elected to serve.”
As a constitutional resolution, HCR 2014 must receive approval from voters at a statewide election before taking effect.
Carbone, a Republican, was elected to the Arizona State House in 2023 to represent the state’s 25th House District, replacing previous state representative Michelle Udall.
