Congressman Paul A. Gosar (AZ-09) has issued a statement following the Senate’s passage of H.R. 1043, known as the La Paz County Solar Energy and Job Creation Act. The legislation, introduced by Gosar, directs the Secretary of the Interior to transfer 3,400 acres of Bureau of Land Management land to La Paz County. The aim is to increase renewable energy generation and storage capabilities, strengthen the county’s tax base, and encourage economic development.
“I applaud the Senate’s passage of my bipartisan legislation to unlock responsible solar development in La Paz County. H.R. 1043 conveys 3,400 acres of BLM land to strengthen the county’s tax base, create good-paying local jobs, and expand domestic renewable energy and storage capacity—advancing America’s energy independence.
This bill builds on my long-standing work, including the 2019 La Paz County Land Conveyance Act,to establish the county as a regional energy hub. By removing unnecessary federal barriers while preserving environmental stewardship, H.R. 1043 will attract private investment, lower energy costs, and drive lasting economic growth.

The House approved H.R. 1043 on July 21, 2025; it passed in the Senate on December 16. The land included for conveyance consists of parcels from an earlier proposal not previously enacted into law as well as additional areas suitable for clean energy projects that are expected to generate more job opportunities for local residents.
Paul Gosar recently won re-election in Arizona’s congressional district races: In 2024 he defeated Quacy Smith with over 65 percent of the vote; in 2022 he defeated Richard Grayson with nearly 98 percent support.
